DGA Group Welcomes Former U.S. Department of Commerce Senior Official Pamela Phan as Partner

Strengthens the Firm’s Pan-Asia Capabilities Amid Rising Geopolitical and Regulatory Complexity 

Washington, D.C. – April 30, 2026 – DGA Group, an expert-led advisory firm, today announced that Pamela Phan has joined the firm as a Partner based in Washington, D.C. Ms. Phan strengthens the firm’s capabilities in Asia, advising global clients on policy strategy, market access, and strategic positioning throughout the region.  

Ms. Phan brings more than two decades of experience across government, law, and international commerce. Most recently, she served as Deputy Assistant Secretary for Asia at the U.S. Department of Commerce, where she oversaw more than 200 employees across 17 Asian markets, advanced U.S. trade policy, and supported businesses operating across the region. She played a key role in providing strategic counsel to Commerce Secretary Howard Lutnick and former Commerce Secretary Gina Raimondo in their engagement with Asian partners and in initiatives related to critical and emerging technologies. 

Previously, Ms. Phan served at the U.S. Department of State, where she led the Office of Commercial and Business Affairs, guided the Department’s work on the Board of the U.S. International Development Finance Corporation, and served as senior investment treaty negotiator and senior China coordinator in the Economics Bureau under three separate administrations. Earlier in her career, she worked on Capitol Hill and practiced corporate law in New York, Hong Kong, Beijing, and Singapore.
