Ryan Whalen

Ryan Whalen is an Associate Partner at DGA-Albright Stonebridge Group, a founding member of DGA Group, and is based in Washington, D.C. Drawing on two decades of experience at the highest levels of government and politics, he provides strategic counsel to clients on operating and investing in the United States.

Most recently, Mr. Whalen served in the White House as special assistant to the president and senior advisor for states and implementation. In this role, he was the administration’s liaison to America’s governors and statewide elected officials, leading strategic engagement across policy areas with a particular focus on implementing historic federal investments in infrastructure, clean energy, and technology.

Before that, Mr. Whalen served in a range of government, political, and philanthropic roles for Michael Bloomberg. As chief of staff for government affairs and communications in New York City Hall, he built winning strategies to advance economic development and transportation projects, grow the technology sector, and implement the city’s pioneering climate action plan. At Bloomberg Philanthropies, he partnered with mayors throughout the United States and led a portfolio of initiatives that have empowered cities to become more prosperous, innovative, and resilient. There, he launched the Local Infrastructure Hub, a national platform that has connected nearly 2,000 communities to federal infrastructure and clean energy funding.

As managing director for global policy and advocacy at The Rockefeller Foundation, Mr. Whalen designed the institution’s first partnerships unit to recruit public, private, and philanthropic partners to scale new initiatives and built strategies for urban resilience, energy, and economic opportunity initiatives. Earlier in his career, Mr. Whalen served as director of intergovernmental affairs to United States Senator Charles Schumer, where he managed relations with business leaders and elected officials. He has also worked on political campaigns on the national, statewide, and local levels.
