Halimah Najieb-Locke
Halimah Najieb-Locke is a Senior Adviser at DGA-Albright Stonebridge Group, a founding member of DGA Group, and is based in Washington, D.C. She is a specialist in government contracting and geopolitical risk in defense technology, investing in small and large companies to build resilience and scalability for commercial and defense markets.
Ms. Najieb-Locke brings experience across multiple branches of government to help clients improve their acquisition processes and expand their customer base while actively engaging with government personnel and systems. This past spring, she completed her Presidential appointment within the Department of Defense as the Deputy Assistant Secretary for Industrial Base Resilience, where she led the drafting and publishing of the DoD’s first-ever National Security Industrial Strategy (NDIS) and establishment of the first Defense Industrial Base Consortium (DIB-C). She also managed DoD’s participation in the interagency CFIUS, Team Telecom and M&A processes to protect against adversarial encroachment in foundational technologies.
Previously, Ms. Najieb-Locke served as a Senior Advisor to the Secretary and Deputy Secretary of Defense on innovation and the industrial base matters in critical technology areas. She also held positions within the House of Representatives, serving as the Senior Procurement Counsel for the Select Subcommittee on the Coronavirus Crisis, Counsel for the House Armed Services Committee, and Senior Professional Staff Member for the House Small Business Committee.
Ms. Najieb-Locke is the Vice President of Policy and Strategy for Entanglement, Inc. where she leads policy initiatives to advance next-generation computing, artificial intelligence, and trusted intelligence. She also serves as an Adjunct Professor at the Georgetown University Walsh School of Foreign Service.
Ms. Najieb-Locke holds a B.A. from the University of San Francisco and a J.D. from George Washington University Law School.
