Caroline Chang

Caroline Chang is an Associate Partner at DGA-Albright Stonebridge Group, a founding member of DGA Group, and is based in Washington, D.C. She counsels technology and defense sector clients on policy and regulatory developments around the world. 

Most recently, Ms. Chang served at the White House Office of the National Cyber Director (ONCD) as Deputy Assistant National Cyber Director for Stakeholder Engagement. In this role, she served as a lead interlocutor between ONCD and the private sector, focusing on opportunities to enhance U.S. cybersecurity resilience, protect critical infrastructure, and support state and local governments. She also served as Senior Advisor to the National Cyber Director, where she led the Director’s briefings team and developed core organizational functions. 

Prior to joining the White House, Ms. Chang was a Manager at DGA-ASG, where she led business development negotiations and advised companies on emerging technology policy. During her tenure, she specialized in the mobility, technology and renewable energy sectors. She began her professional career at Sidley Austin LLP and the U.S. Department of State. 

Ms. Chang received her B.A. from the University of Notre Dame and M.S. from the University of Oxford. She is fluent in Korean, and her writing has appeared in Foreign Policy and The Diplomat.
