Andrew Light

Andrew Light is a Senior Advisor at DGA Group, based in Washington, D.C. He advises clients on international energy and climate policy, investment, and risk. 

He brings more than two decades of leadership in global energy negotiations and international cooperation. Most recently, Dr. Light served as Assistant Secretary for International Affairs at the U.S. Department of Energy, where, among other duties, he forged global energy partnerships with every major developed and developing country around the world, advanced international market development of U.S. clean energy goods and services, was lead negotiator for the United States in G7, G20, and APEC energy tracks, and served as Vice Chair of the International Energy Agency. Previously, he was Senior Adviser and India Counselor to the U.S. Special Envoy on Climate Change at the State Department, working on the creation of the Paris Agreement and the 2015 Sustainable Development Goals. For more than two decades, he has worked in or outside government on nearly every major international energy and climate negotiation, shaping global frameworks that continue to guide international cooperation. 

Beyond government, Dr. Light has led major climate dialogues at the Center for American Progress and the World Resources Institute and authored widely cited work on international clean energy cooperation. 

Dr. Light completed his doctoral studies with work at the University of California, Riverside and UCLA, and held a three-year post-doctorate at the University of Alberta in environmental risk assessment.  He has authored widely cited reports, books, and articles on international clean-energy research, development, deployment, and cooperation, climate policy and diplomacy, and normative assessments of environmental policy.
